"From the funds appropriated
by the General Assembly of the State of
Tennessee for the purpose of aiding agricultural
fairs in the payment of agricultural premiums,
the Appalachian Fair Association has been
allotted monies by the Tennessee Department of
Agriculture.” The officers and directors of the
Appalachian Fair wish to express their sincere
appreciation to Governor Bill Haslam,
Julius Johnson, Commissioner of Agriculture, and
Lynne Williams, Administrative Assistant, Public
Affairs for their part in the
allocation of these funds.
RULES AND
REGULATIONS
1. To
facilitate entry, please see Exhibitor
information.
2. Exhibits may be removed August 28. Exhibitors
will forfeit premium awarded on any exhibit
removed before time stated. Items not picked up
within 30 days become the property of the
Appalachian Fair.
3. All articles and animals must be entered and
exhibited in the name of the bona fide owner,
and by number, at the risk of the owner. No
premium money or ribbons will be awarded on
articles or animals not listed in premium book.
4. Exhibitors please refer to department for
schedule of premiums payments. Checks not picked
up will be mailed.
5. All livestock must have s legible tattoo or
flock identification number attached to the ear.
Such tattoo is subject to be checked by the
livestock department of the Fair and/or a
representative of the particular breed in
question.
6. Exhibitors of livestock will be required to
notify the Fair Office of the department as to
the number of breed of livestock to be
exhibited: such notice will be given by August
5th. Stabling of livestock cannot be guaranteed
unless request is received.
7. At the conclusion of the Fair, the exhibitor
must claim his exhibit and supervise its
removal. No exhibit may be removed without
delivering the proper claim ticket. Every
exhibit, including livestock, must remain intact
until the specified release time.
8. All property of every character, whether
entered for exhibition, display or sale, or any
other purpose, will be taken into the grounds
and buildings, and kept entirely at risk of the
owner, who assumes all responsibility for any
loss, damage, theft, or accident that may occur.
Neither the Fair Association, its offers or
agents, will be responsible for any such loss,
damage or theft, and it is distinctly understood
that exhibitors, concessionaires and all other
persons, firms or corporations having property
on the grounds and desiring protection from such
loss or damage must make their own arrangements
therefore.
9. Protests: All protests will be determined by
the Executive Committee, and must be made in
writing and filed with the Secretary immediately
after the Judge’s decision, and accompanied by
an affidavit and a deposit of $25.00, which will
be forfeited to the Fair Association in the
event the protest is not sustained.
10. Any person who violates any of the general
or special rules, as published in the catalog,
will forfeit all privileges and premiums won and
be subject to such penalty as the Board of
Directors may order. Failure to comply with
these rules and regulations will cause
forfeiture of premiums and privileges and will
be considered sufficient cause to bar said
exhibitor or concessionaire from future
participation in the Fair. Livestock cannot be
removed from the barn before 9 p.m.
11. The Secretary-Manager of the Association
shall have supervision and control of all
exhibitors during the Fair, whether in the
buildings, arena or grounds, and reserves the
right to prescribe the dimensions and regulate
the position of all signs, control the
distribution of advertising matter and direct
the arrangements of articles on exhibition so
far as same may be necessary to secure harmony
and attractive appearance. All instructions
shall come from him through authorized
officials.
12. The fair reserves the
right to refuse to display any item considered
unsuitable for fair exhibit.
13. Judges & Awards: The right is reserved to
withhold the prize awarded in every case in
which it shall appear to the Association that
the regulations have not been complied with, or
that fraud or deception has been attempted or
where the article or animal is not worthy, and
its decision shall be final and binding on all
parties.
14. Judges are especially instructed not to
award premiums to any animal or article because
of its presence. It must be individually worthy.
It is not the policy of the Association to
encourage indifferent production of any kind, or
to distribute premiums equally among exhibitors,
and no premium shall be awarded to any animal or
article that does not possess high intrinsic
merit.
15. Livestock exhibitors MUST keep their space
clean and orderly. Also, the aisle ways MUST be
kept open.
16. Chairpersons of Departments: Each
chairperson of a department will have the
arrangement end supervision of all articles and
animals in their department and be responsible
to the Board of Directors. Each chairperson will
see that no one but the Judges on duty and
officers of the Association are allowed inside
the arena while the exhibition is going on. Each
Chairperson will afford the Judges every
facility for examination, affix the ribbons, and
when the Judges are not on duty take charge of
the lists. Each Chairperson is expected to
exercise great care in preserving and returning
the lists of awards, and upon no other authority
can premiums be paid.
17. Privilege and Concession People: All
Privilege end Concession People, together with
their employees, assistants and helpers, must
obey the Rules, or any other special regulations
of the Association they may be notified, and any
refusal or neglect to do so will forfeit any
rights they may have had by virtue of such
privilege or concessions. This Association
reserves the right to refund in whole or in part
money paid for privilege or concessions and
refuse to allow any party, or article to operate
or do business should they or it become
objectionable.
18. All property, fixtures, merchandise, etc.,
the property of privilege or concession people,
will be taken on the Grounds at their own risk
and kept in such places as the Fair Association
designates, and the Association will not be
responsible for any loss, damage, theft or
failure to perform its part of contract, should
officers of the law seize, stop or prevent the
party from operating or doing business on the
Grounds of the Association.
19. Special rules governing each department ere
in addition to the general rules end are listed
at the beginning of each department.
20. Competition open to the world, unless
otherwise stated.
21. The Solicitation of Funds or the
Distribution of handbills, political literature,
religious pamphlets, or any type of promotional
material is prohibited on Fair property, except
advertising material handed out from within
rented space. No sale of items of any type
allowed on fair property except from the rented
areas approved by Secretary-Manager.
22. Animals are not permitted on the grounds,
unless they are part of an authorized show or
exhibit. Guide dogs for the disabled are the
only exception.
23. Absolutely no Alcoholic Beverages Permitted.
24. ALL PREMIUM CHECKS MUST BE CASHED WITHIN
THIRTY DAYS.
25. The Appalachian Fair will not be responsible
for printing errors in this premium book.

Summary: Livestock
Health Requirements for Fair and Exhibitions
I. GENERAL:
A. All stalls, pens, chutes, etc., located on
the grounds of Fairs and Exhibitions shall be
thoroughly cleaned end disinfected with a
disinfectant approved by USDA, APHIS between
each scheduled fair or exhibition.
B. All
livestock (except poultry) which enter the fairs
and exhibitions shall be accompanied by an
official veterinary health certificate with
individual permanent identification or
sufficient description to identify each animal.
Certificates for this purpose shall be valid for
ninety (90) days from the date of issue.
(Tennessee livestock only—out-of-state
certificates are valid for thirty (30) days from
the date of issue).
C. No animal showing
clinical signs of infectious or communicable
disease shall be allowed to enter or remain on
premises of fair or exhibitions. It shall be the
responsibility of the manager of each event to
ensure prompt removal of such animals.
II. LIVESTOCK AND POULTRY ORIGINATING
WITHIN THE STATE OF TENNESSEE.
(CERTIFICATES OF
VETERINARY INSPECTION VALID FOR A PERIOD OF
NINETY (90) DAYS)
A. CATTLE: All cattle which enter fairs end
exhibitions shalt be accompanied by an official
veterinary health certificate with individual
permanent identification or sufficient
description to identify each animal.
B. SHEEP: (1) All sheep imported into of through
Tennessee shell be accompanied by an official
health certificate and be in compliance with
0080-2-1.02, and Title 9, Code of Federal
Regulations, Part 79.1 through 79.4. (2) All
sheep that move within the state, with the
exception of wethers under the age of 18 months
that are produced for slaughter only, including
for change of ownership, show, fairs,
expositions, or slaughter shall be permanently
individually identified by a method approved in
Title 9, Code of Federal Regulations, Part 79.1
through 79.4.
III. LIVESTOCK AND POULTRY ORIGINATING
OUTSIDE THE STATE OF TENNESSEE
Livestock and poultry entering fairs and
exhibitions from area outside the State of
Tennessee shalt be subject to current Tennessee
import requirements. Please contact the state
veterinarian’s office regarding questions or
recent changes to these rules. These interstate
requirements are summarized as follows:
A. All species (Except poultry): Official
Certificates of Veterinary Inspection valid for
thirty (30) days.
B. Cattle: Certificate of Veterinary Inspection
and additional requirements as follows:
1. Tuberculosis: No requirements except from
state having a tuberculosis culture positive in
last 12 months.
2. Brucellosis: Test eligible cattle—Intact male
or female cattle eighteen months or older.
(Vaccinates end non-vaccinates)
Certified Herds: No test
requirements
Class Free States: No test requirements
Class A: Negative test within 30 days
C. Sheep: (1) All sheep imported into or through
Tennessee shell be accompanied by an official
health certificate end be in compliance with
0080-2-1-.02, and Title 9, Code of Federal
Regulations, Part 79.1 through 79.4. (2) All
sheep that move within the state, including for
change of ownership, shows, fairs, expositions,
or slaughter shell be permanently, individually
identified by a method approved in Title 9, Code
of Federal Regulations, Part 79.1 through 79.4.
IV. Fair association or
Exhibition or management shell inform exhibitors
of the rules of this chapter, end shall notify
the State Veterinarian or his agent of any
violations, Exhibitors shall present evidence of
compliance with this chapter to the State
Veterinarian or his agent upon request.
These rules constitute a minimum legal standard
and in no way restrict the right of fair and
exhibition managers to establish additional or
more stringent requirements.
